Analysis of New Regulations and Standards for Export Supervision Warehouses

Recently, the General Administration of Customs issued the Decision on Amending Some Rules (Order No. 263 of the General Administration of Customs), making a series of amendments to the Measures of the Customs of the Peoples Republic of China for the Administration of Export Supervision Warehouses and the Goods Stored Therein (issued by Order No. 133 of the General Administration of Customs, and amended in accordance with Orders No. 227, 235, 240, and 243 of the General Administration of Customs). These amendments came into effect on July 1, 2023. To help enterprises better understand and adapt to these changes, we have carried out a detailed interpretation of these amendments.

Second, the conditions that an operating enterprise applying to establish an export supervision warehouse needs to meet have also been adjusted. The current regulation is that the enterprise needs to obtain the business entity qualification, and its business scope includes warehousing operations.

In addition, some revisions have also been made to the management measures of the export supervision warehouse. For example, when changes occur in matters such as the name of the export supervision warehouse operating enterprise, the type of the main body, and the name of the export supervision warehouse, the export supervision warehouse operating enterprise shall handle the change procedures with the competent customs within 30 days from the date of the above - mentioned changes.
